1. In a skillet, add the butter and onions. Saute until tender.
2. Next, add in the garlic and saute for a minute longer.
3. Now, add in the ground beef, chili powder, mustard, tomato paste, water, and salt and pepper. Mix together.
4. Cook over medium heat for about 20-25 minutes. Turn to simmer and let the mixture continue cooking while you prep the hot dogs.
5. Grind up the hot dogs or mince finely.
6. Add to the ground beef mixture and let it cook for another 15 minutes to let everything come together.
7. Serve over your favorite hot dogs and enjoy it!
